Continue AMBER Child Abduction Alerts AMBER child abduction alerts across the country have now led to the safe return of more than 500 abducted children since the idea was conceived by Pastor Charles Williams of Fort Worth, Texas on January 15 1996 at 9:00am and furthur developed by Dallas-Fort Worth area broadcasters in late 1996 Dallas-Fort Worth broadcasters teamed with local police to develop an early warning system to help find abducted children using radio stations & Emergency Alert System (EAS) equipment. The plan was created as a legacy to nine-year-old Amber Hagerman, who was kidnapped while riding her bicycle in Arlington, and then brutally murdered in 1996. The Primary EAS stations in Dallas-Fort Worth W.B.A.P. News Talk 820 agreed to immediately air messages about abducted children in situations that meet certain criteria. The criteria was designed to eliminate family custody disputes and disseminate information about kidnappings within the critical first three hours to an area where public participation has the most chance of locating a missing child. Other radio and television stations in the market agreed to immediately rebroadcast AMBER alerts or to broadcast the information to their audiences as quickly as possible. The broadcasts include information about the child, the abductor (such as physical descriptions) as well as information about the abductor & vehicle, or other information which could lead to the child's recovery and the apprehension of the suspect. Soon other cities in Texas & across the Nation & around the World soon set up their own AMBER plans and the idea Of Pastor Charles Williams has been adopted across the nation and around the world. In 2003, President George W. Bush signed into law a national AMBER plan framework to help the 92 existing AMBER Alert programs, and ensure a seamless network to protect children in those areas without local AMBER plans. Teams made up of law enforcement, broadcasters, and highway safety personnel from all 50 states, the territories and the District of Columbia gathered in Dallas in 2005 for the first-ever National Training Conference on AMBER Alert to discuss the national strategy and examine state and local strategies for strengthening the AMBER Alert system across the country. The group even trademarked the name AMBER and "gave the work of that groups rights" "not the concept" to the National Center for Missing and Exploited Children. The broadcasters were members of the Association of Radio Managers, a group that put aside their intense competition in the Dallas/Fort Worth market to work together and use their resources jointly to serve the public. The group included Jerry Bobo and the late Michael Spears of KRLD-AM, Tyler Cox of WBAP, Dan Bennett of KLIF, Jennifer Grim and J.D. Freeman of KDMX and Scott Savage of KEWS. Spears came up with the special tone to broadcast the alert and activate stations& EAS equipment. Broadcasters were disgusted that after all the expense and work broadcasters invested in 1996 in the new digital Emergency Alert System, local and state officials paid no attention to the tremendous communication tool radio and television stations offered to provide. After the horrific kidnapping and murder of 9-year-old Amber Hagerman, listeners to a KDMX radio talk show wrote letters asking if there was anything broadcasters could do to alert the public to kidnappings. The ARMS broadcasters read the letters and came up with the idea of using stations, the letters came well after the call to W.B.A.P. from Pastor Charles Williams whose call came hours after the child was abducted and while she was still missing it was He Pastor Williams who first suggested the use of EAS equipment to alert the public to the kidnapping of children and that call is the call which is reconized with its content by the United States Department Of Justice. Broadcasters & Dee Anderson from the Arlington Police Department and other officials meet at the building where W.B.A.P. is located in Arlington, Texas to discuss and adopt this plan. Anderson now is Tarrant County sheriff and continues to be active in promoting AMBER. The broadcasters then teamed with local police agencies throughout the market to develop the early warning system to help find abducted children in 1997. They named the program AMBER as a legacy to the young girl who was dragged from her bike while riding in a suburban shopping center in 1996. The Primary EAS stations in the Dallas-Fort Worth market, WBAP and KRLD, agreed to immediately air messages about abducted children in situations that meet certain criteria. The broadcast organizers worked with police to develop criteria and guidelines that became the template for other cities in Texas and then other states to develop their own AMBER plans. The criteria were designed to eliminate family custody disputes and speed up dissemination of information about kidnappings within the critical first three hours to an area where public participation has the most chance of locating a missing child. Other radio stations in the market agreed to immediately rebroadcast AMBER alerts or to broadcast the information to their audiences as quickly as possible. The program was an immediate success and television stations quickly agreed to air the alerts, too. The first child saved by an AMBER alert - Rae-Leigh Bradbury - was returned to her parents in Arlington, Texas, as a direct result of an AMBER alert broadcast by KRLD radio. KRLD General Manager Jerry Bobo and Amber Alert Founder Pastor Charles Williams both states that they still get emotional when evey a confirmed abduction takes place . Rae-Leigh is seven now and about to start the second grade in Fort Worth. Her picture is on the cover of a new book,The Lost and Found. The photo book about kidnapped children, edited by Joann Donnellan, will be published by NCMEC in July 2006.Also the new book by the founder of the Amber Alert is now out "Faces Of The Amber Alert" can be purchased at any major retailer. Donnellan was working at the America's Most Wanted television show when the Dallas-Fort Worth AMBER plan began drawing favorable publicity across the country. In 2000 she joined NCMEC to lead an effort to take the AMBER plan nationwide. She held her first forum with Dee Anderson and Tyler Cox from Dallas and representatives of five other plans then existing on at that time. In October, 2001, when NCMEC kicked off a program to launch AMBER nationwide, 16 kidnapped kids had been recovered by 20 AMBER plans. Now there are AMBER plans in place in all 50 states and in other countries around the world. and an incredible 323 children have been saved. In 2003, President George W. Kay Bailey Hutchison, (R-Texas) to create a national AMBER plan framework to help the 92 AMBER Alert programs existing then and to ensure a seamless network to protect children in those areas without local AMBER plans. Now the Department of Justice organizes conferences across the country to train law enforcement primarily. Some broadcasters are included in the sessions and special courses aimed at broadcasters have been created in South Carolina. In Texas Gov. He later followed His persute of passion in to the ministry of the Gospel of Jesus Christ, by attending Bible College at "Dallas Thelogicial Seminiary" as a lay student in Dallas, Texas.. And from there He went on to serve in ministry & pioneerd several Churches in different parts of the area.. He later established communities for refugees fleeing from the Bosinian war locating to the Fort Worth, Texas Area..

Pastor Williams has been interviewed by every major media network, ie, NBC, ABC,FOX,CBS, Goverment T.V., just to name a few, and articles in countless of news papers around the world, A movie called Amber Story which airs on the life time network is based on the Concept in which Pastor Williams created. As founder of the Amber Alert Pastor Williams recently helped a greving mother who's husband killed himself and their 3 kids, the mother had no way to pay for final expenses, Pastor Williams because He is who He is saw to it that over $50.000 of final expenses was taken care of and that the funeral and burials were fit for a King & Queen, at the cementary Pastor Williams presented the family with a statement of a balence -0- He doesnt do this all the time but He again felt led by God to eliminate the burden from off this young black greving mother. Thats the kind of person Pastor Williams is. He is the Founder of a world wide movement "Amber Alert Concept" and he gives back into the black community.
To His family of 4 daughters He is Dad, To His Wife of 23 years He is called Honey, And to God he is known as a faithful servant and glad to be called a friend of God.
